Fladbury; Our village now and in the future
Fladbury Parish Council wants to enhance and protect our village and
parish area. It is a vision shared by the people of Fladbury.
It has agreed to develop a Neighbourhood Development Plan (the Plan)
and has formed a Steering Group to take this forward.
What is a Neighbourhood Development Plan?
A Neighbourhood Development Plan is a powerful way for communities to
protect what they value, guide future development, and ensure future
development reflects local needs and priorities.
Introduced through the Localism Act 2011, neighbourhood planning
enables communities to play a proactive role in shaping the development
and growth of their local area. A Neighbourhood Development Plan can
focus on a single priority or address a range of issues important to
local residents and businesses.
It gives local people a meaningful opportunity to influence how their
area develops and carries significant weight in the planning process,
importantly in the determination of planning applications and
appeals.
A Neighbourhood Development Plan can:
- develop a shared vision for the parish
- identify sites for new homes, businesses, and community
facilities - protect valued green spaces and important local assets
- highlight services and infrastructure needed to support
growth
To be approved, the plan must relate to land-use planning, support
sustainable development, be consistent with national policy and the
adopted local plan, involve meaningful community engagement, and be
supported by clear evidence.
Matters that could be included in a Plan
include:
- designation of land for specific uses such as housing,
employment, and the expansion of local facilities including
schools - designation of Local Green Spaces
- protection and enhancement of local footpaths and cycle networks
and their wider connectivity - identification of important local buildings that are not
otherwise protected - identification of important local settings that contribute to the
character of an area - inclusion of allotments and community orchards within future
development proposals - detailed policies addressing specific issues such as infill
development
The Plan does not have to allocate land for housing, but it cannot
remove sites already allocated in the South Worcestershire Development
Plan. If the community wishes, it can identify additional land for
development.
Once adopted, the Plan becomes part of the statutory development plan
and must be considered when planning applications and appeals are
decided. It sits alongside the local plan prepared by the local planning
authority and will remain in force until at least 2036, giving the
community long-term influence over local planning decisions.
Parishes with an adopted Neighbourhood Development Plan receive
25% of Community Infrastructure Levy (CIL)
funds from developments in their area, compared with
15% for those without a plan, providing additional resources to
improve local facilities and infrastructure.
Next Steps
The Steering Group will be conducting a survey to understand what
residents value, and want, for Fladbury.

The Neighbourhood Plan Steering Group
The Council has established a Neighbourhood Plan Steering Group to
develop the Plan. The Group will lead the development of the Plan, with
formal decisions being taken by the Parish Council.
